SAFE-CITIES project delivered an innovative set of tools and approaches to keep public spaces open, safe, and resilient. One of the solutions facilitating the design of secure public space is the SAFE-CITIES Participatory Model (SCPM).

It is an urban planning course presenting a practical framework that empowers public authorities, law enforcement, and communities to work together in assessing risks and shaping local security strategies.

The module is built around three key operational phases of SCPM:

  1. Assessment – Analyse vulnerabilities and map your local security ecosystem.
  2. Contextualisation – Establish Local Citizens Networks (LCNs) and plan stakeholder engagement.
  3. Implementation – Launch meaningful, participatory actions and integrate them into local governance.

You’ll receive everything you need to apply SCPM in your context:
