Cities face evolving threats which, without the right tools, are getting harder to prevent. However, with advanced risk assessment technology, teams can minimise harm and ensure public safety effectively. This vision of preventing instead of reacting is becoming a reality through SAFE CITIES, a European research project dedicated to enhancing security in urban environments.

SAFE CITIES: A Project Designed to Strengthen Urban Security

Public spaces must remain open, accessible, and welcoming, yet they also need to be secure and protected. Striking this balance is a growing challenge, as cities face increasingly complex and unpredictable threats. Among the most pressing risks are:

  • technological threats,
  • crowd management,
  • hybrid threats,
  • terrorist attacks,
  • weaponising cars.

The SAFE CITIES project was launched to tackle these challenges by developing an interactive security and vulnerability assessment framework supported by an interactive platform. By collaborating with public and private entities, law enforcement, technology providers, and citizens, the project ensures a balanced and practical approach to security. Using real-world expertise and an agile development process, SAFE CITIES has created innovative security assessment tools that help authorities identify and mitigate risks before they escalate.

New Tools for Enhancing Safety in Public Spaces

Can security teams predict and prevent threats before they happen? The tools developed within the SAFE CITIES project designed to do just that. Get to know practical, data-driven solutions that enhance training, risk assessment, and emergency response.

SBS –  The Tool for Protecting Large-Scale Public Events

Concerts, sports games or political rallies draw thousands of people, making them vulnerable to security threats, overcrowding, and unpredictable incidents. Managing these risks requires careful planning and realistic scenario training. The Scenario Builder & Serious Gaming Simulator (SBS) allows security teams to construct detailed 3D models of event venues, providing a clear visualisation of security layouts and potential vulnerabilities.

With this tool, teams can simulate various security threats, including crowd surges, drone attacks, and unattended items, in a VR-enabled environment that enhances situational awareness. SBS also supports multiplayer training exercises, helping teams improve coordination, decision-making, and real-time response strategies.

Beyond training, SBS enables teams to test security measures before an event begins. Hence, authorities can optimise resource deployment, refine emergency response plans, and identify weaknesses before they become critical issues. As a result, security personnel can anticipate potential threats and refine their strategies, ensuring a faster, more effective reaction in real-world emergencies.

SERVE – The Tool for Assessing Safety Risks in Any Public Space

Planning for major events and urban security requires a thorough risk assessment. SERVE – SEcuRity Vulnerability assEssment gives security professionals a data-driven approach to evaluating risks in city squares, stadiums, transport hubs, and other public areas.

With SERVE, safety officers and other end users can define an area of interest and customise security assessments by selecting from a predefined list of potential threats, such as sharp object attacks, chemical incidents, and drone-related threats. The system then guides users through a structured evaluation process, using step-by-step risk assessments to determine the impact, attractiveness, and severity of each threat. Thanks to these options, each assessment is tailored to the specific risks relevant to the location.

Scoreboard – The Tool for Enhancing Crisis Management and Decision-Making

In any security incident, having data and clear visualisation of the situation is crucial for effective decision-making. The SCoreboard tool helps security teams make fast, informed decisions by providing live reports, data visualisation, and intuitive dashboards.
